This title was given to courtiers and others, as a mark of the confidence of the Emperor. It developed into the title comites for leading civil and military officials of the Roman Empire. Military counts in the Late Empire and the Germanic successor kingdoms were often appointed by Dux and Kings, in charge of a locality, a county. The title comes became hereditary.
